It happened to me at least 2 times. I asked for seasonal service suspension since I 'm away often. Optimum rep begged me not to stop service and promised that my bill will be $10/mo "To lock in the offer". Less then 1 month later they quietly cancelled Suspension and started to charge me abt $120/mo(!!!) They claimed that they sent email about it but I never found it. I wasted 15-20 HRS(!!!!!!) on the phone with them but got nowhere. Very difficult Customer service, looks like it is their policy to hire reps with HEAVY accents, who are very poorly trained and just do not understand the customer. I found myself stuck with several hundred $$ worth of bill and filing Complains with PSC in NYS and other avenues.
